However, competitors' options almost always provide for a daily subscription fee for the opportunity to receive free incoming calls, while their connection is paid, notes Mobile Research Group analyst Sergei Potresov. Thus, according to the standard tariff, a minute of an incoming call in domestic roaming from VimpelCom costs 9.95 rubles, from Megafon - 9.99 rubles, from Tele2 - 5 rubles. A significant part of the package tariff plans, used by almost every fifth VimpelCom cellular subscriber, provides for free incoming calls in intranet roaming, as well as a certain limit of free minutes for outgoing calls, says Anna Aibasheva, a representative of the operator. Operator representatives interviewed by Vedomosti do not disclose revenue from domestic roaming. Analysts interviewed by Vedomosti agree that these incomes are small. According to iKS-Consulting CEO Maxim Savvatin, this is 1-2% of the revenue of each of the Big Three cellular companies; Telecom Daily CEO Denis Kuskov also says that this is less than 2%.

MTS's revenue from international roaming in 2014 amounted to approximately 8.3% of the operator's revenue, according to its 20-F filing with the US Securities and Exchange Commission. VimpelCom and Megafon do not disclose data on income from international roaming, but analysts previously surveyed by Vedomosti said that this is no more than 2-3%, depending on the operator.
